Summary:</i><b>Abstract: </b><p align="justify"><i></p><br />Since it first launching to public on 1995, IP telephony technology has rapid continue evolving to gain it best form. One good example is H.323 ITU-T recommendation that had been ratified for the third time just in. four-year period; those are version 1, version 2 and version 3 at 1996, 1998 and 1999 respectively.<br /><p align="justify"> This situation becomes the main reason why the ISPs or operators tend to implement IP Telephony slowly. Carrier class implementation involving high investment to make huge scale system. Operators will not take a risk of building an expensive system that soon to become obsolete.<br /><p align="justify"> This thesis tries to answer that doubt. The market can not wait anyway otherwise they will move to other operator, that's mean the competitor. Good design implementation expected will overcome the rapid change in current situation.<br /><p align="justify"> This thesis have been identified some important parameter that have great influence on IP Telephony design. Those parameters are signalling system, addressing and numbering, quality of service and efficiency.<br /><p align="justify"> At the end of this thesis, a case study is made to give a complete picture on implementation of such system. A PSTN operator tries to implement an IP Telephony service to simplify the network maintenance and operation, and increase network efficiency.
