Summary: | As the basic right for Indonesian residents, the housing provision has been
guaranteed in the 1945 Constitution of the Republic of Indonesia, Article 28H. It
is stated that every person shall have the right to live in physical and spiritual
prosperity, to have a home and to enjoy a good and healthy environment, and
shall have the right to obtain medical care. One strategy undertaken by the
government to fulfil those right is through providing the public housing system
based on urban flat. The importance of the public housing development makes the
one-million urban flat construction as a major project in the Medium-Term
National Development Plan 2020-2024. However, public housing provision is not
easy to do because of the lack of land in urban area. One of the opportunities that
can be utilized by the government is to use public land and private land for public
housing development. Therefore, this research aims to formulate the concept of
urban public housing development in Indonesia by utilizing the public land and
privat land. The public housing development consists of characteristic and
provision schemes of the public housing. The characteristic of public housing that
will be discussed in this research includes the type of housing occupancy, the
segmentation of housing market, and the house construction design. As for the
provision scheme of public housing that will be discussed includes the
organizational aspect, the interagency relation/ cooperation, the land provision,
the funding/ financing, and the regulation aspect. This research was conducted
with a qualitative approach and the data collection was carried out using Delphi
method, interview, and document review. The results of the interview and opinion
from experts then analyzed and compared with the best practice from other
countries and regulation in Indonesia. Furthermore, the analysis generates two
concepts of public housing development which are able to be implemented in
urban area. The first concept is the integration of government service facilities
with public housing, and the other one is the pre-emption right on public housing
provision. |
