Description
Summary:The increasingly open global environment in the construction industry requires every construction actor to improve their competence and expertise. Law Number 2 of 2017 concerning Construction Services states that every worker who works in the field of Construction Services is required to have a work competency certificate as proof of recognition of the competence of construction workers. The need for a standard of competence affects the success of the project because it requires individual professional skills from the project manager to manage project resources. LPJK Institution Regulation No. 5 of 2017 concerning Registration and Certification of Experts states that there is a classification of implementation management experts with one of the sub-classifications of construction management experts and uses the Indonesian National Work Competency Standard (SKKNI) No. 390 of 2015 for standard reference. In the global world, the Project Management Institute has a Project Management Body of Knowledge (PMBoK) as a guide in implementing project management and always updates the guidelines according to the needs and developments of the environment. The importance of this renewal encourages the need for an assessment of the condition and position of competency standards of Indonesian construction management expertise with global standards in an effort to improve the quality of human resources that affect project success, by comparing the competency units listed in the SKKNI and the knowledge areas in the PMBOK. The findings in this study state that the SKKNI for Construction Management Expertise has 3 qualifications of experts, namely Junior Experts, Associate Experts and Main Experts, which in determining the unit of competence have many similarities for Middle Experts and Main Experts and are distinguished in handling project risk levels. The SKKNI is also considered sufficient to describe the PMBOK knowledge area because it already covers 12 knowledge areas, although not all elements of the knowledge area are fulfilled by the SKKNI competency elements. The differences and similarities found occur because PMBOK can be applied to various sectors, both manufacturing and construction, while the SKKNI is made specifically for the construction sector. PMBOK in this case is more complete in describing the elements needed in carrying out management, especially for quality and risk management which should be described more in the SKKNI considering the construction environment has a higher risk due to conditions that can change at any time.
