In Indonesia, spatial planning recently focuses on control because of the high level of violations that occur. Many studies have been conducted regarding the violation of spatial use, but most of the research focuses on a certain case partially or only focuses on a particular city, district, or province. Comparing between provinces as a case will enrich the picture of the occurrence of spatial violations in Indonesia. Using the Qualitative Comparative Analysis (QCA) method, this study tries to identify the configurations of conditions that lead to violations and weak control as outcomes. These conditions are factors related to control in the spatial planning cycle and part of the control itself. There are five conditions analyzed: spatial plan, regulation, guidance, control instrument, and context. Various indicators and sub-indicators describe each condition based on the literature. The indicators and sub-indicators of these conditions are collected and prepared before being calibrated and analyzed using the QCA method. In QCA analysis, the calibrated data are compared to produce a solution configuration. This solution or configuration describes the causal relationship between conditions and outcomes. Based on the results of the analysis, obtained three configurations, one of which is counterintuitive. Regarding findings that did not meet the theoretical expectations, the study continued with (representative) case studies on each configuration to get a more in-depth explanation of the relationship. Studies in representative cases show the possibility of intervention in the counterintuitive solution from other factors. This study concludes that the five conditions analyzed cause weak control over space utilization with different combinations (as INUS or sufficient conditions). These results provide an overview and input for spatial planning stakeholders and academics on how to treat each of these conditions to prevent outcomes based on solutions that emerge from the analysis results. text |
