STRATEGIES TO REDUCE LOPC (LOSS OF PRIMARY CONTAINMENT) CASE IN BADAK LNG TO IMPROVE COMPANY KPI (KEY PERFORMANCE INDICATOR) ACHIEVEMENT

As the largest LNG Company in Indonesia, Badak LNG has recognized globally regarding to its commitment to Safety, Health, Environment and Quality (SHEQ) aspects. This fact proven by the SHEQ aspect is putted as the biggest portion in their yearly Key Performance Indicators (KPI). One of the important SHEQ item in KPI is the number of Loss of Primary Containment (LOPC). LOPC is an undesired event when the primary product in a plant (usually hydrocarbon) released to environment due to some other event. To get a full score, no LOPC case Tier 1 and Tier 2 happens during a year. However, since 2016, LOPC target never achieved full score in yearly KPI. Hence, this paper is made to evaluate and address solutions to reduce LOPC case in Badak LNG based on historical data. According to the Company historical data, LOPC event occurred in between 2016 – 2020 could be determined into three groups, which are LOPC Case relates to Flange Joint (5 cases), LOPC Case relates to Corrosion/Material Degradation (3 cases) and LOPC Case relates to Condensate Tank (3 cases). Then the root causes of every case on that group is evaluate based on Current Tree Reality method. According to the CRT method, there are 6 root causes, which are 1). Inadequate communication, 2). Aging Gasket, 3) Inadequate Procedure, 4). Lack of Situational Awareness, 5). Budget Reduction, and 6). Inadequate Practice. Several solutions then established to address each of the determined root causes previously. Priority analysis is then performed to state which of those solutions should be implemented first by several criterions such as complexity, cost, and completion time. As a result, people category is the top priority solution which are consisting of leadership & communication training, operational drilling program for operator and awareness & mentoring program.
