Summary:PT XVC Indonesia have 2 power plants CDGT & MGT with 16 gas turbines. Central Duri Gas Turbine (CDGT) is a power generation facility consisting of 5 gas turbine units operating since 1984. CDGT units with dual fuel (gas/liquid) capability are run primarily on gas fuel. In January 2021, there was a gas facility maintenance which caused the gas supply to be delayed. At that time, the liquid fuel system that was prepared as a backup failed to operate, causing the gas turbines to black out and the supply of electricity and steam was interrupted. The root cause analysis with why tree analysis and failure mode, effect and cause analysis have been conducted to investigate the failure. This research used decision making methodology in deciding the appropriate maintenance strategy to address failure modes and cause in the RCA. To obtain valuable potential alternatives, Value Focused Thinking (VFT) method is implemented. Analytic Hierarchy Process (AHP) method is used to analyze alternatives and select the best alternative. Based on RCA the main root cause of the events is improper selection of maintenance strategy cause preventive maintenance, inspection, testing program does not exist. Three potential alternatives are generated, which are redesign with circulation line and routine testing (alternative 1), Predictive Maintenance and routine testing (alternative 2) and routine testing and preventive Maintenance (alternative 3). Based on AHP methods, the preventive maintenance and routine testing is the best alternatives. The preventive maintenance task and operator routine duties checklist are developed. The implementation plan for liquid fuel system preventive maintenance and testing is developed to ensure the program execution will run safely, accepted quality of maintenance and smooth transition to new operator.
