Summary:Practice of historical urban revitalization usually is carried out because of the abandonment of the historical area by its residents which leads to urban physical deterioration. Commonly, revitalization strategies are implemented through the development of decaying historical urban structure as tourism precinct, the designation of urban heritage tourism. To actualize its vision on reviving decaying historical urban structure’s vitality, urban tourism transformation strategy needs to be formulated through human-centered perspective by studying user perceptive aspects as a form of public’s passive participation. Therefore, visitor behavioral pattern and perception towards precinct attractiveness which is embodied in its elements are necessary to be observed. One of few significantly historic urban structures in Indonesia which are being developed and transformed as urban heritage tourism precinct is Kayutangan street, Malang. Kayutangan street corridor was Malang development starting point in 1914 which was conceptualized and design as visually pleasing commercial corridor by Dutch architect/city planner Thomas Karsten. Owing to Karsten’s implementation of visual aesthetical urban design and planning in Malang City, Kayutangan’s urban scenic beauty was once recognized as one of the most beautiful commercial corridors in Indonesia, competing with Braga corridor, Bandung. But as Malang urban structure and demography grew bigger and faster, Kayutangan corridor was starting to be neglected and deteriorate physically. Therefore, Malang City Government has been proposing to conduct revitalization practice by transforming Kayutangan corridor into Malang urban heritage tourism destination. As stated before, the inclusion of community’s role in this program are crucial to enrich Government’s perspective on the development. This research is carried out to reveal different perspectives and approachment in formulating Kayutangan revitalization strategy by focusing more on bottom-up methods. This research aims to propose some recommendations on Kayutangan urban heritage tourism development which will be able to preserve Karsten’s scenic design simultaneously revive local activity by attracting more visitors to shop and participate in other touristic activities. Data collection is carried out by distributing online questionnaire containing visual preferences questions which utilize visual media to illustrate the evaluation objects. Data collection step that is conducted using online survey as research instrument is divided into two steps: qualitative survey (open questions) which involves participation of professionals and experts team; and quantitative survey (closed questions) which involves general public participation. Collected data are analyzed quantitative and qualitatively. Result shows that there are four main attractions which visitors acknowledge as Kayutangan’s potential attractions as heritage tourism precinct, which are historical value, harmoniousness of horizontal elements, building orientation, and ornamental details. Their perceptions towards it are mainly influenced by local activities, visitors individual profile characteristics, and its urban spatial arrangement. Two of four main attraction, building orientation and harmoniousness of horizontal elements, are two visual characteristics in Krasren’s urban design and planning guidelines for Dutch East Indies cities, published in 1920. Therefore, based on the development zones that are acquired by analyzing visitors’ characteristics, Kayutangan development is recommended to be focused on the development of four identified attractions by implementing them into Kayutangan’s enclosure ratio and its serial vision.
