Representatively in the City of Palembang which as one of the metropolitan cities in Indonesia, have various development that generate housing need,such as sector of economy, industry to infrastructure. In Palembang City, there is public flat housing built on government land in 1980s, which was originally an illegal settlement that hit by fire. In those flats complex, housing problems continue to emerge, ranging from irregularities in the function of space, lack of public and shared facilities to environmental slums and waste problems. The variety of problems in the first flat in Palembang raises the hyphotheses about the need of design corrections of the flats to accommodate the aspirations of users according local context. This thesis study aims to explore the design of public flats that accomodate the perceptions of potential users in specific context in Palembang City. This design is expected as part of solution to rearrange the public flats that are more accommodating for local users. Data collection were carried out using quantitative and qualitative method. Quantitative data through questionnaires were interviewed to assist in the preparation of space requirements, while qualitative data through observations were conducted to obtain a direct description of the activities and use of the flats. This method is expected to achieve accumulative criteria for public flat design in local context. The design development scheme is carried out by determining the formulation of the design criteria obtained from the analysis results and evaluation of some options approach. The option of design ranging from residential units, residential blocks and alternative sites. These options was evaluated and selected based on the identified design principles components and then was concluded one optimum option as the main design development in this thesis. The final design result is expected as an optimum solution for the case study. The design has been adjusted according to the results of the analysis from room unit into site unit level. The perception factor of the occupants in this design plays a big role in determining the boundaries of space. User perception as a basis to measure expected design of the public flat, in order to improve the quality. The design output of this thesis become the main recommendation for the design problems of the existing public flats, especially in the Palembang local context. Based on user perception, some new category of space in public flat is generated to be applied in the design process. The new suggested codifications of spaces arise from separating several common spaces in residential units. Spaces that were originally private/semi-private can be converted into shared spaces. The space includes a shared kitchen and dining room, a shared living room, a shared laundry room and a flexible room. This suggested programming become important to adjust space requirements according to the users' daily activities. The benefits of this thesis study are to provide alternative views for the government and practitioners to process space requirements based on user perceptions and to improve the quality of occupancy in the public flats, and to demonstrates alternatives approach to design public flats in local context. text |
