Singaraja City has important historical evidence about development of Bali Island because it was the center of the Dutch government in the Soenda Ketjil Islands in 1846, one of which is tourist destination Old Port of Buleleng. This port is one of the Dutch colonial heritage port and was once the only entrance to the Bali Island. This port have lost one of the heritage building, the warehouse, because of the development. Three local communities that are active in this area, namely the Bugis, Balinese, and Chinese communities can be the uniqueness and attraction of this area. The area development planning is carried out in four steps. First, a comparative study was conducted on the theory of sense of place, heritage, tourism, and tradisional Balinese architecture which became the basic for research and design. Based on that, it was found that the more attached someone is to a place, the more willing they are to sacrifice for that place. In the case of historical area, this sense can help in maintaining historical buildings in the area (preservation or adaptive reuse). Second, research was conducted in three steps with qualitative (1st) and quantitative (2nd & 3rd) methods to determine the elements of a sense of place in the historical area of Singaraja City. The data of this research was obtained through online questionnaire. The first with 105 respondents, the second with 135 repondents, and the third with 69 respondents. Based on comparative study of three-steps research and theory, it was found that three elements forming sense of place in the historical area of Singarja City were physical setting, activities, and the meaning od place. Physical setting include identity, form and style of the building, facade, authenticity, landscape, access,and pedestrian. Activities that are often carried out are recreation, absorptive, consumptive, refreshing, social, educational, sports, worship, dan cultural. The meaning of place includes unique, educative, fun, historical, quiet, and comfortable. Location analysis is carried out to find out the problems and opportunities. Third, the preparation of design principles, strategies, and limitations is carried out based out based on the results of research and analysis.
