Games approach with bimatrix (2x2) is used to analyze the contemporary conflict between Indonesia and rebellion in Papua. Although there is no deterministic solution from games theory can be reached, but the model that produce by this approach can help to find the best solution for the 40 years dispute. Modeling of this dispute is limited after reformation in Indonesia (1998) and focused after special autonomy given for Papua. Theory of moves approach where each player can choose initial state preference, it can give dynamic modeling according to real life. Equilibrium will induce when all of the players decide not to make other moves. In real life, it is not simply, not every game has complete information.
