The service provided by Transjakarta is a high achievement after almost 17 years serve the public transport in Jakarta metropolitan city. The total length of bus rapid transit of Transjakarta including the feeder has been known as the longest route in ASEAN. Along the way, regulation related with the service quality of public transportation has been improved with the recent decree from Ministry of Transportation (Permenhub No 9 Tahun 2020) state about the subsidy program (Buy The Service) is given only for the operational cost of the public transport based on regulated tariff in specific route. The era of public transportation can be categorized into four eras. The first and second era were characterized by fee-for-services. While the third and fourth era were characterized by pay-for-performance. The BTS program supporting the 4.0 era where not only customer service orientation with minimum service standard but also focusing on service integration, big-data service oriented, real-time capability and modularity. This characteristic already implemented in Transjakarta while the other bus operator in three cities Surakarta, Denpasar and Medan need to learn and adapt the governance and supported with leader commitment. The commitment from governor or mayor to manage and act accordingly based on the customer feedback, survey and report of focus group discussion will make this BTS program more sustainable. This research is based on focus group discussion hosted by Balitbang Kemenhub with all relevant stakeholder in each city. The benchmark is from Transjakarta evolution including the lesson learned. The state-of-the-art on this research is sustainable goal development for this program. Literature study on MTR railway Hongkong shows how the company business competitive to generate profit and manage the revenue. It turns out into diversified business unit between public transport, commercial and property management. text |
