One of the intensified efforts is to optimize the potential of the village through the development of the tourism sector. In developing tourism in rural areas, one aspect that is needed is publlic participation. Public participation itself is influenced by internal and external factors. On the other hand, Indonesia is currently experiencing a disaster in the form of the COVID-19 pandemic which has caused the government to issue regulations on public activities in PP No. 21 of 2020 and the Ministry of Home Affairs No. 1 of 2021. This limits public activities, including participation in certain programs. Therefore, the purpose of this study is to identify changes that occur in public participation in the development of tourist villages during the COVID-19 pandemic disaster. This research was conducted in Mina Mangrove Tuggulsari Tourism Village, a tourist village that is still being developed. This study uses a mixed approach with qualitative analysis with descriptive statistical analysis methods and content analysis, while quantitative analysis uses inferential analysis methods. Data were collected by means of in-depth interviews, public questionnaires, and direct observation at tourist sites. The results of this study indicate that there has been a change in the form of public physical participation due to the COVID-19 pandemic. Changes in the participation of the public's physical labor have a positive impact on the development of village infrastructure, although it does not have a significant impact on the public's economy. text
