Summary:Silicon Valley is the first science park that has the concept that the relationship between institutional alliances will result in greater technological development and innovation and can encourage regional development. In realizing a nation that is competitive with the development and utilization of science and technology, Indonesia implements the development of 100 STP in districts/cities. Cirebon has the potential for KST development because it is directed as an industrial area and there are issues of technopolis development. The collaboration of actors is an important factor in the development of innovation and technology. This study aims to analyze the network of actors in the development of technology and innovation as a proposal for the development of KST in Cirebon. The objective is to identify the roles of actors and analyze the relationships and networks of actors in technology development and innovation. The data collection method uses primary data interviews (purposive and snowball) with actors related to technology and innovation development in Cirebon. The analysis used is a descriptive qualitative analysis and social network analysis which is divided into three analyses, namely the degree centrality, closeness centrality, and betweenness centrality. Based on the results of the analysis, it is found that the government has a role as actors who make and establish policies/regulations, provide infrastructure and capital facilities support, plan and implement regional innovation activities. University produces human and scientific resources and disseminates the resulting knowledge. Business actors provide infrastructure and capital support and provide training and experience related to skills in the world of work. Meanwhile, in the actor-network, it is known that government actors have the greatest value on the degree centrality, closeness centrality, and betweenness centrality. So it can be concluded that each actor has a fairly good role in the development of technology and innovation, but in the network, the government actor is the main actor and other actors have less role in the network. This can be used by the government to carry out its role as the main actor and for other actors to play a greater role and establish more relationships with other actors to form synergies actor-network. Then the network of actors that have been formed is expected to continue to be maintained and developed so that when the development of KST happens the environment or atmosphere of innovation is well-formed.
