Summary:The Covid-19 pandemic is a disaster that quickly changes the order of life in various sectors, because governments in various countries must move quickly to create and implement various policies to suppress the spread of the virus. The making and implementation of policies in a short time has resulted in a number of policies being implemented that cannot accommodate the interests of the entire development sector and society. As a result, many communities affected by the pandemic have lost access to income and the necessities of life needed to maintain prosperity and resilience in a pandemic. Under these conditions, the idea of establishing a business emerged which is a collective initiative of a number of individuals in a community in Cimahi City, West Java. By mobilizing existing resources, they use social networks where they interact to develop collective initiatives into collective action by establishing an online shopping service business so that people can get their daily needs from traditional markets, without having to leave their homes. The purpose of the collective action taken is to help fellow community members to earn income that can help them maintain their welfare, while helping communities affected by the pandemic gain access to the necessities of life. The dynamics that occur in the process of the emergence of ideas into collective initiatives until the formation of collective action is the focus of research carried out in writing this thesis. To find the role of individuals, social capital, social networks, communication networks and existing relationships, the case study conducted will look at the social context of the dynamics that occur, then the findings will be analyzed using coding techniques by reflecting on the concepts of collective action to see how collective initiatives and collective action build self-reliance in maintaining resilience in times of disaster.
