Productivity which is almost 30 years is still low (2.4 – 2.8 tons/ha GKG) (BPS South Kalimantan, 2019) (Barito Kuala District Agriculture Office, 2013), showing that productivity of tidal rice fields has not been maximized. It can be increased like production of tidal rice fields on the island of Sumatra (Riau and South Sumatra) which generally has reached 3.0 - 4.0 tons / ha (BPS Riau, 2017). Efforts to increase productivity there in the form of rehabilitation of the DIR network have been carried out, however, rice productivity is difficult to increase. This research conducts a comprehensive synthesis analysis of problems and solutions as well as appropriate strategies including an integrated coordination system and solving social problems and farming communities (social engineering) to determine the condition of DIR. Jejangkit. Therefore, the purpose of this study is to evaluate the existing physical and non-physical conditions as well as to analyze the problem of the relatively low productivity of rice fields. Furthermore, it aims to find solutions regarding the DIR. Jejangkit network water system covering physical, hydraulic, water and soil quality and cropping patterns to increase productivity to achieve maximum value. Method applied is by analyzing secondary and primary data through a semi-empirical approach in the form of a mathematical model of parameters that affect the value of agricultural production and productivity. The results obtained are the existing condition of DIR. The infection is still inadequate in terms of time, space, quantity and quality. The solution for the treatment is to improve both technical aspects of water management and non-technical aspects in the form of support from the agricultural sector. text
