The results of a survey on 17 vocational school teachers in the Bandung area said that the percentage of learning was around 50% practicum and 50% theory. The survey had the highest respondents around 52.9%. Concluded that practicum is very important in the learning process in SMK. Meanwhile, during the COVID-19 period, it is not possible to meet face-to-face in the teaching and learning process in class except for practicum. Even though the government allows practicums to be carried out face to face in accordance with the covid-19 protocol, but there are still those who are exposed to the covid-19 virus due to practical activities at school. In addition, during the practicum there are obstacles including incomplete practicum tools, accidents during practicum and damaged practicum equipment. Then many SMK graduates are not absorbed by the industry and eventually many are unemployed. Under these conditions the authors conducted research related to practical simulations using ELearning technology. E-learning is an information technology that utilizes communication in the online teaching and learning process. E-learning is widely used in the world of education, both schools and universities. E-learning provides flexible learning solutions and can expand the reach of students. In this research, apart from developing E-Learning technology, it also develops Web Service. Web Service is used for communication media between Web E-Learning and 3D Virtual Practicum Applications. This research focuses on the development of E-learning and web services The application in this research is called SIMPRAG. SIMPRAG means simulation practicum games. The purpose of developing the SIMPRAG application as a practicum activity is to provide convenience for teachers and students during practicum, reduce face-to-face meetings in class, as a practical aid tool, increase understanding of practicum material, provide a different experience and atmosphere text
