Summary:Every work in the construction sector cannot be separated from safety issues in its implementation. Implement a safety management system in construction is one approach to increasing the efficacy of occupational safety and health protection. In Indonesia, this management system has been regulated in Permen PUPR 21, 2019 about The Construction Safety Management System (SMKK), where every service user and owner in the implementation of construction services must implement SMKK. However, some research mentions that the application of SMKK by small contractors is still low. This research assesses the readiness of the implementation of SMKK on the small contractors in Kebumen Regency by obtaining an overview of the implementation that has been done, identifying the obstacles faced and the efforts that have been made by small contractors and owners in implementing and encouraging their implementation. The scope of readiness evaluation was carried out based on 5 Elements of SMKK based on questionnaires containing 84 indicators and interviews. The results of the questionnaire showed the application of SMKK by small contractors is 44.04% while according to owner projects is 30.10% and entered in the less application, the difficulty level of each indicator according to small contractors 63.06% and entered the difficulty level. The implementation SMKK by small contractors is still limited to the application of administrative requirements only. The result of the evaluation shows that neither small contractors nor owners cannot implement SMKK properly, because the leadership is still low, they do not understand, and sanctions that cannot be applied. It is estimated that the seriousness of the implementation of SMKK is due to the lack of good governance in Kebumen Regency and the orderly implementation of construction goods and services in Kebumen Regency is still bad. Based on the results of the analysis and evaluation of the implementation of SMKK on small contractors, the obstacles faced and the efforts made by small contractors in Kebumen Regency are currently not ready to implement SMKK based on Permen PUPR 21, 2019.
