As of 2014, more than 100,000 illegal housing units have been built, with a total area of ??approximately 4.1 million m2. In light of this issue, Batam City Government and Batam Development Board (better known as BP Batam) have built several public rental flats (rusunawa) in several different districts throughout the city. However, this attempt has proven ineffective due to the significant difference in speed between the growth of illegal houses and the construction of rusunawa. Furthermore, public’s negative opinion in the culture of vertical living has been one of the biggest obstacle for this solution to succeed. As a response to the city-wide problem of illegal housing and slums, the author proposes a public housing system in Batam, in which each district is given at least one public housing block. To speed up construction process and reduce construction cost, modular architecture is used as the main concept. To illustrate the idea of ??a modular public housing system, a fictitious project initiated by Batam City Government was created, taking Ir. Sutami Road, Kampung Baru, Batam City as project site. Module, building and site design in this project is aimed to provide a solution to problems such as building speed, construction and management cost, the desire for unique spatial experience, the need for spatial flexibility and the need for neighborly interaction between residents. The two 20-floor-high flat is placed on a 20,459.61 m2 site, and is able to provide proper and affordable living place for 480 families in Sekupang District, Batam City. text |
