One of the cases where the outcome is observed to be far from satisfactory is found in Industri Dalam complex in the Municipality of Bandung..<br /><br />A study is therefore undertaken to identib., what are the underlying factors, that causes the unsatisfactory outcome of the program. More specifically, the study is directed to addres the following questions : (a)are the observed problems due to poor planning of the area? (b)is the design of the flat housing, particularly the space allocation and assignment, appropriate with respect to the hobbits and behavior of the dwellers? (c)what social interaction problems arises from the way the common facilities are designed?, and (d)what institusional problems are most prominent?.<br /><br />The study leads to the following conclusions :<br />(a).the area planning aspect of Industri Dalam slum improvement program seems to be quite appropriate; the lack of comitment and insufficient resource allocation to implement and realize the plan seems to be the most determining factor in preventing the program from successful outcome.<br /><br />(b) in terms of the design of the flat housing, it is observed that are quite a number of failures, namely (i) there is constant social tension among neighbors deriving from inappropriate design of common facilities for cooking, bath and toilet, and (ii) the inappropriate location of a hall for social gathering causes very low utility of the hall, which eventually leads to uncoordinated and illegal use of the space to run small shops.<br /><br />(c) there are quite a number of serious institusional problems : (I) the mechanism to secure rent or payment installment is practically absent, leading to the break down of the system to generate revolving funds for expanding the developmnet of new flats; (ii) community organizations are very weak, and awareness on societal environmental problems is very low; (iii) in facing the situation, very little initiatives for stimulating and nurturing community development activies in the area have been undertaken by the city administrators. text
