Summary: | The Population Census is one of the BPS programs carried out every 10 years with the aim of
providing population data, economic status, education status, households, and others related to
the demographics of the Indonesian population. The year 2020 is the 7th time a population
census has been carried out by the Central Statistics Agency. The presence of the COVID-19
pandemic in Indonesia at the beginning of 2020 caused several problems that disturbed the
progress of the population census. The emergence of several new policies such as PSBB and
also health protocols by the government forced BPS Prov. Kep. Bangka Belitung to make some
adjustments and changes to the organizational model applied for the implementation of the
2020 Population Census program.
This study aims to determine the shift in the organizational model of BPS Prov. Kep. Bangka
Belitung. This study also aims to determine the level of effectiveness of the organizational
model shift carried out. Based on literature study, this research will apply McKinsey's 7s theory
to diagnose and identify this shift. The general model of planned change by Thomas G.
Cumming and Christopher G. Worley is the basic model of the process and methodology of
this research. To measure the level of effectiveness of the shift that has occurred, the author
will make a comparison with the objective of implementing the 2020 Population Census itself.
The results of the diagnosis through the Mc Kinsey 7s organizational model, BPS Prov. Kep.
Bangka Belitung made major adjustments to the indicators of strategy, staffing, system and
structure. Not too many big changes were made to the style indicator, and only minor changes
to the skill indicator. As for the shared value indicator, no adjustments were made. The shift in
organizational model is considered not effective enough, but is still appreciated because BPS
Prov. Kep. Bangka Belitung has prepared a follow-up census strategy for 2021 to meet the
needs of various data and achieve the objectives of the population census.
The recommendations given are in the form of a strategy to optimize the online population
census in the next population census period (2030). The author also adds several things that
can support the optimization of this online census. |
