Even though from the physical and environmental conditions, Jakarta is indeed a flood-prone area, the government from various levels, continues to commit works that are included in the flood control system. This study aims to identify the change of community resilience after doing the flood control efforts by taking case studies in Kelurahan Semanan, Duri Kosambi, and Rawa Buaya, West Jakarta City. The research was conducted in FebruaryAugust 2021 in West Jakarta City by using a quantitative approach. The methods used in this research are quantitative and qualitative descriptive analysis, spatial analysis, content analysis, and scoring analysis using primary data in the form of questionnaires, as well as secondary data, such as statistical data and institutional documents. The vulnerability of flood risk in the study area on community unit scale dominant is at a moderate level. Flood conditions in general, from the intensity and impact to the community, have decreased while comparing flood conditions in 2013 and 2021. The people in the study area have better knowledge and response to cope with floods, thus affecting the community's resilience to encounter floods. Although the improvement in the community resilience is not too significant, since the majority of community units do not experience the improvement of resilience, but the rest of the community units still experience it. Improvement in community resilience occurs because of the flood control system at the community or neighborhood level, as well as the higher level, such as city or regional. That improvement impacts the better community’s ability to anticipate and survive floods, as well as do recovery after floods. Doing more works and efforts on the flood control is necessary for more significant results, such as rearrangement the densely populated settlements, as well as river normalization and structuring the river border, which is included in the realm of urban planning, or increasing the role of the community in a flood control system. text |

Flood is an annual disaster in Jakarta that has been there since the Colonial
era and generated major losses in many sectors. Even though from the physical and
environmental conditions, Jakarta is indeed a flood-prone area, the government from
various levels, continues to commit works that are included in the flood control
system. This study aims to identify the change of community resilience after doing the
flood control efforts by taking case studies in Kelurahan Semanan, Duri Kosambi,
and Rawa Buaya, West Jakarta City. The research was conducted in FebruaryAugust 2021 in West Jakarta City by using a quantitative approach. The methods
used in this research are quantitative and qualitative descriptive analysis, spatial
analysis, content analysis, and scoring analysis using primary data in the form of
questionnaires, as well as secondary data, such as statistical data and institutional
documents.
The vulnerability of flood risk in the study area on community unit scale
dominant is at a moderate level. Flood conditions in general, from the intensity and
impact to the community, have decreased while comparing flood conditions in 2013
and 2021. The people in the study area have better knowledge and response to cope
with floods, thus affecting the community's resilience to encounter floods. Although
the improvement in the community resilience is not too significant, since the majority
of community units do not experience the improvement of resilience, but the rest of
the community units still experience it.
Improvement in community resilience occurs because of the flood control
system at the community or neighborhood level, as well as the higher level, such as
city or regional. That improvement impacts the better community’s ability to
anticipate and survive floods, as well as do recovery after floods. Doing more works
and efforts on the flood control is necessary for more significant results, such as
rearrangement the densely populated settlements, as well as river normalization and
structuring the river border, which is included in the realm of urban planning, or
increasing the role of the community in a flood control system. |
