The aim of this study was to formulate TiO2 in a gel using polyethylene glycol (PEG) as dispersing agent to prevent aggregates and reduce a whitening effect. The molecular weights of PEG used were 1000 and 6000. The results showed that none of the formulations showed a good homogeneity. This could be caused by PEGs which were not well distributed in the surface of TiO2 and by the built of sufficient charge of the TiO2 surface with COO- groups of carbomers chain in the gels. This study was continued by literature review on modification of TiO2 in reducing white cast phenomenon. Based on research papers published in the last 10 years, several approaches have been performed to prevent aggregation and reduce photocatalytic effect including the use of a smaller particles of TiO2 with the modification of the surface, such as change surface charge, coating by organic or inorganic molecules, and adsorbing TiO2 in to porous particles. text |

As an inorganic filter, TiO2 has an optimal mechanism to absorb, scatter and reflect UVA and UVB. They
do not penetrate to skin, present low allergenicity, which makes these particles are a good choice for
those who has a sensitive skin. However, the white cast phenomenon makes the cosmetic with TiO2
has low acceptability. The aim of this study was to formulate TiO2 in a gel using polyethylene glycol
