In addition, land use that is not in accordance with the ability of the land is considered to cause land degradation to disaster. This is a negative externality that is detrimental. The North Bandung area (KBU) is one of the strategic areas in terms of the environment due to its function and role as a water catchment area for the urban area of the Bandung Basin. However, the attractiveness of the beautiful panorama and the high growth rate of the urban area of the Bandung Basin causes urban dispersal towards KBU. In 2020, the number of landslides and flash floods in KBU increased, this is indicated due to changes in land use that occur in KBU. Therefore, it is considered important to examine the extent to which the land use and spatial planning of the KBU have adapted to the carrying capacity of the environment. One of the approach to determine the environmental carrying capacity analysis is based on land capability using GIS assistance. The results of this study found that KBU itself is dominated by land capability classes IV and VI, which indicates that the majority of land in KBU has limitations in the use of cultivated land. In addition, this study shows that the KBU's existing land use in 2018 and the spatial planning of the KBU are not fully in accordance with the land's capabilities. This is due to the land use and the KBU spatial pattern that still exceeds the capacity of the land. The existence of land use that is still not appropriate indicates the need for actions taken by the local government in the implementation of KBU spatial planning, while the spatial patterns that are still not appropriate also indicates the need for a review of the spatial pattern directions in the RTRW that applies to KBU. The local government as the organizer of KBU spatial planning must also ensure the fulfillment of the conditions for the use of cultivated land in the KBU to avoid negative externalities from the use of the land itself. The data used for the analysis itself is land cover data processed by the Bappeda of West Java, while the spatial pattern plan data is adjusted to each district/city. text
