Summary: | Village autonomy gives the village authority to develop and manage its finances
and assets for development in accordance with its potential through participatory
budgeting. The COVID-19 pandemic that emerged in 2020 and is still ongoing
today has an impact on people's lives, including in villages. In response to these
conditions, the government issued various policies to deal with COVID-19, one of
which was the Large-Scale Social Restriction (PSBB) at the beginning of the
pandemic which changed the pattern of community activities. Village
participatory budgeting carried out to address development issues is one of the
activities affected by the COVID-19 pandemic. This study took a case study in
Cinunuk Village and Maruyung Village, Bandung Regency, to see how
participatory budgeting in responses to COVID-19 was carried out by two
villages with different characteristics. The method of data collection in this study
was conducted through interviews with key informants and secondary data
collection. The analysis method was carried out with qualitative descriptive
analysis to get an idea of how participatory budgeting in villages before and
during the COVID-19 pandemic and the implementation of the programs in
responses to COVID-19. This study shows that there are differences between
participatory budgeting in villages before and during the COVID-19 pandemic in
the component of participant opportunities to join the process. No differences
were found in the procedures carried out by Cinunuk Village and Maruyung
Village. The two villages have implemented programs related to the COVID-19
response, including the COVID-19 Safe Village Program, Direct Cash Assistance
– Village Funds, and the Village Cash Intensive Work Unit in accordance with the
budgetary capacity and characteristics of their respective regions. These
programs are considered quite beneficial for the community although there are
some complaints related to implementation in the field. |
