PERANCANGAN STRATEGI DIGITAL UNTUK MENINGKATKAN MATURITAS DIGITAL BADAN KEPENDUDUKAN DAN KELUARGA BERENCANA NASIONAL

Based on Presidential Regulation Number 95 of 2018, the Indonesian government is currently focusing on encouraging public institutions to become e-government. Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) is no exception as one of the vital institutions in Indonesia that is responsible for population control. Currently, BKKBN wants to focus on developing its public services, namely family data collection and the provision of contraceptives. In its realization, these two BKKBN public services have not utilized digital technology optimally. Therefore, a digital transformation process is needed that can support the operational processes of these two public services. To solve the problems faced by the BKKBN, a digital maturity level assessment will be carried out so that efforts to improve the use of digital technology can be identified. The maturity model used in this study is the maturity model contained in the Ministry of Industry Regulation No. 59 of 2020 with the consideration that this model has been used in many other public institutions in Indonesia. In addition, the Taghva research model is also used to support the main model. The results of the maturity assessment will be used to formulate a proposed digital strategy to increase the maturity value of the low-value dimension indicators. The proposed digital strategy will be prioritized based on the MoSCoW technique and the Impact-effort Matrix. From the described methodology, the digital maturity level at BKKBN is currently at level 3.0. Where at this level, the majority of institutions have adopted automated and digital systems, but the openness of use and access to data is still at an early stage and the data has not been integrated holistically with other organizations. Seven digital strategy proposals were also obtained which were considered suitable for the BKKBN. The seven proposed strategies, if implemented, are expected to increase the BKKBN's digital maturity value.
