Summary: | The RPJMN 2015-2019 target mandates 12.7 million hectares of forest area given
to the community through social forestry, followed up by the Ministry of
Environment and Forestry by issuing the operational basis for the social forestry
policy in the MOEF Decree No P.83/2016 concerning Social Forestry. The
regulation simplifies social forestry permit and involves the role of local
governments in the implementation of social forestry. However, until the end of the
RPJMN 2015-2019, the social forestry target was not achieved nationally. In
addition, there has not been much research related to the analysis of the
implementation of the policy by the Provincial Government which has the authority
related to forestry affairs. This study aims to analyze the implementation of social
forestry policies in West Java Province which have biophysical and socio-economic
characteristics of the community that is potential for the implementation of social
forestry. The objectives of this research are: identifying the implementation of
social forestry, analyzing the factors that influence the implementation of social
forestry, and formulating strategies for implementing social forestry in West Java.
The approach used in this research is a mixed-method to describe policy
implementation variables and to formulate strategy for implementing social
forestry policy in West Java. Data were collected through literature study and
interviews with 6 (six) key informants related to social forestry activities in West
Java (Government, State-Owned Enterprises (Perhutani), and NGO). Based on the
results, social forestry policies have been harmonized in the document of RPJMD
West Java 2018-2023 and have reached the target until the end of the RPJMN 2015-
2019. The success is analyzed based on factors that influence policy
implementation, namely communication, sources (financial, staff, facilities, and
information), structure/characteristics of the implementing organizations,
tendencies of the implementing organizations, and social, economic, and political
environments. The results of the analysis then become inputs for formulating
strategy. Based on the results of the analysis, the strategy that can be done for the
sustainability of social forestry’s implementation in West Java is to utilize the
strengths of the West Java Province, such as resource support and policies to deal
with threats of social forestry policy implementation in West Java. |
