Over a century, major incident had been increased in oil and gas industry. Oil and gas industry become potential most hazardous industry, so it is important to take concern on safety issue. Majority of accidents happened in high-risk areas with exposure to flammable gases, high pressure, and temperature due to inadequate competence of technical workers (AlQadhi, 2021) Since 2016, PT ABC had transformed to focus improving operation efficiency to maintain sustainability due to oil price decline. In Operation North Area, there was reduction of employee around 20% and will increase due to retired. Selected strategy is replacing operator to outsourcing, called Plant Checker. Lesson learned from Heavy Oil facility which had implemented outsourcing as resource, there is decreased production and several minor accidents occurred several times. Initial assessment found loss of production with contributor late response for equipment broken by Plant Checker in North Area Operation. Management PT ABC expected to mitigate the possibility of more dangerous condition, so aimed to assess knowledge competency of third-party workforce and selected suitable development plan to support their daily activity. Literature review was tool to create competency model which compare element from OEMS, SKKNI, Safety Industrial Standard such as NEBOSH, and ICHemE and select 8 Operation Competency Element to translate into behavioral description refer to Knowledge – Skill – Attitude. Managing Safe Work, Management of Change, Reliability and Efficiency, Incident Investigation, and Emergency Management were identified in need for improvement. Competency mapping was selected identification process tools for key competencies Plant Checker position and continued to measure based on competency model. Selected development strategy to narrow the gaps is divided into short term strategy, which are leadership engagement, sharing session, training, walkthrough, recognition & award, and prepare long-term strategy which is Performance Evaluation as solution to improve competency. text |
