Compared to SAR helicopters that are currently in operation, fixed-wing SAR aircrafts have advantages in terms of speed and coverage area. Moreover, fixed-wing SAR aircraft is suited for searching and dropping missions to supplement exsiting SAR helicopters and support nationwide SAR operations. The formulation of the selection criteria for fixed-wing SAR aircraft and the selection of fixed-wing SAR aircraft type that meets these criteria are done in several stages. The first stage is the identification of Basarnas’ needs which is conducted by assessing the condition of Basarnas’ existing aerial SAR facilities, and related regulations and documents. It is concluded that the primary mission of the fixed-wing SAR aircraft is searching and dropping mission, and a number of selection criteria which are related to technical, operational, and cost aspects can be determined. Some selection criteria need to be detailed to determine the constraints which are used during further analyses. To select the type of fixed-wing SAR aircraft from the candidates, three analyses have been done. Technical analysis results in the reduction of the number of fixed- wing SAR aircraft candidates. In the operational analysis, aircraft candidates are analysed through four basing options that meet three criteria. The four basing options becomes the input for cost analysis to calculate acquisition cost and total operation cost of the SAR aircraft. To select the aircraft type and base option, the criteria that have been analyzed quantitatively are included into AHP-TOPSIS and direct-scoring decision making methods. According to AHP-TOPSIS method, ATR 72 type and base option D are selected, while according to direct-scoring method, C-295 type and base option D are selected. text |
