The use of unit of volume in developed country is abandoned and replaced by the unit of mass, however in developing country, for instance Indonesia, the unit of volume is still used because of its easy measurement and lower cost. Determination of the waste using the unit of volume, it needs carefulness and assurance of density factor used by the volume determination so that volume of waste is valid to use. For refuse sample, though of weight, a different value of volume can be measured by SNI method, in trash can, in hand cart, in transfer station and in disposal site. The calculation of service percentage provided by PD Kebersihan is done according to the waste volume transported from the source to the disposal site. However the actual condition is that the waste, en route to the disposal site, is collected first at transfer station. At transfer station, the volume reduction occurs through recycling and compaction, that is shall affect the service percentage of PD Kebersihan, the service percentage counted is 83 percent and it is increasing from 60 percent. The waste treatment effort, utilized the energy potential earned from the burning of waste, known as Waste-to-Energy (WtE). Energy content produced by waste depends on waste moisture content and principally the calorific value of the waste, therefore, the calorific value gained is 1.681,21 calory/gram with sampled moisture content 35,06percent.
