Summary:Information and Communication Technology (ICT) is growing at this time. Coupled with Industry 4.0, the industrial climate has shifted to prioritize digitalization and automation. So the need for an internet connection is very high. COVID-19 pandemic, which has hit at the end of 2019, caused most daily activities to shift online, and it has an impact on the telecommunications industry, especially mobile broadband. PT. Tower Bersama Infrastructure Tbk (TBIG) is a company that leases telecommunications infrastructure. Facing the growth in telecommunications coupled with the declining COVID-19 pandemic, TBIG needs to prepare a business strategy to survive and continue to grow in an environment full of competition. External and internal analyses are carried out to formulate and implement the strategy. External analysis using PESTEL method, Porter's Five Forces, and Porter Four Corners Analysis. At the same time, the internal analysis was carried out with depth interviews and RBV VRIO. After analyzing and knowing the company's Strengths, Weaknesses, Opportunities, and Threats, formulate a strategy both from the corporate and business sides. The prepared strategy is implemented using the Strategy Map and Balanced Scorecard. Based on the research results, the corporate strategy that TBIG can carry out is the Growth Strategy through diversification of ICT products and continuing cooperation with fixed broadband service providers. Meanwhile, TBIG can carry out a Differentiation Strategy that focuses on service excellence and ICT product development in business strategy. The strategy formulated is then implemented in the Strategy Map and Balanced Scorecard. From a financial perspective, the objective strategies that can be taken are revenue growth and cost-effectiveness, among others with a 5% growth target in EBITDA and revenue, 30% growth in the number of tenants. From the customer perspective, the objective strategies that can be applied are the maximum penalty tolerance of 1% of revenue, the lead time for new site construction is 90 days, collocation is 25 days, and fibre optic cable deployment is 5,000 km. In the internal process, the concern is 99% troubleshooting of trouble tickets on time, 100% of site visits are carried out regularly, site legalization within 30 days, and community problem resolution within ten days. On the learning and growth side, the key is at least one training and development per employee per year and 90% implementation of system development on time. While the strategic initiative that can be carried out include (1) Direct selling together between the marketing and technical teams, (2) Offering potential points to customers, (3) Collection of receivables maximum of 30 days after maturity, (4) Building a web system that integrated with customers, (5) Create a tool that can predict new sites, (6) Build a warehouse/warehouse construction site per regional/area, (7) Deploy 5,000 km of FO cable nationally, (8) Build Machine Learning to review the results of visits routine, and so on.
