The development of a city can not be separated from the development of a changing global situation. The main concern of global climate change is the global warming that has begun in decades and will continue into the future, it is the attitude of the countries of the world together to respond and act on it. The next issue is the development of population in urban areas that will continue to increase in number and percentage significantly. By 2050 it is estimated that the people living in urban areas will reach 70% of the world population. This means that the pressure on the cities will get bigger and heavier, with urban sprawl issues, city squatter increasing, and greater carbon emissions and waste and waste disposal is increasing. Therefore, the emergence of the paradigm of sustainable development has brought thoughts and concepts to build sustainable city. This sustainable city is a city that pays attention to development from economic aspect, social aspect, and ecological aspect (environmental balance). With this sustainable city will better ensure the city will grow economically and socially but with due attention to the carrying capacity and environmental balance so that the city becomes a resilient city.
One of the sustainable metaphors of the city is the Green City concept or also called the city with an ecological approach (Ecological City). According to the definition of P2KH (Green City Development Program, Ministry of Public Works and People's Housing, 2011), the green city is an environmentally friendly city by utilizing effectively and efficiently water and energy resources, reducing waste, implementing an integrated transportation system, ensuring environmental health , Synergize natural and artificial environments based on urban planning and design that are aligned with the principles of sustainable development. Furthermore, the section associated with the green city is the application of green infrastructure. Green infrastructure network is a system of natural and open spaces that are interconnected and maintain the value of ecosystems, maintain air and water conditions, and provide benefits for residents and other living things. With green infrastructure, the concept of green city development will be further strengthened.
In the spatial planning dimension in Indonesia, the spatial plan system embraces a hierarchical pattern, beginning with national and regional planning in general, up to detailed level planning at the regional scale up to the part of the city area. The substance of the spatial plan in general consists of the objectives of structuring, policy and development strategy, spatial plan plan and spatial pattern plan, spatial use direction, provision of spatial use control and program indication. The whole substance becomes part of the entire hierarchy of spatial plans with depth level according to the area of coverage. But if it is related to the green city concept, then the linkage analysis will show that the application of green city concept will be more effectively applied to hierarchy of spatial plan more detail on the scale of urban area or part of city area. This study aims to study the adaptation and application of the concept of green city and green infrastructure in the hierarchy of national spatial arrangement. The approach is done by content analysis method to examine the green city substance link with the substance of the existing spatial plan, in order to provide input for the spatial plan which will be based on the concept of green city.
Kota Tiakur as the object of this research is the capital of Maluku Barat Daya district and newly developed. Through the case study in Kota Tiakur will also see the analysis of the needs and prospects of the development of Tiakur City to be developed as a green city by strengthening the substance of the plan that will be prepared or conducted a review to be directed to city-based green city on the detailed plan scale.
