The design and implementation of a referral system should be influenced by health system determinants (i.e., organizational arrangements, cultural issues, political issues, traditions, and beliefs) and general determinants (i.e. age, gender, population size and density, terrain, and distances between urban centers, pattern, and burden of disease). As a vast and very diverse nation, Indonesia faces a major challenge in its efforts to build a good referral system in terms of a fair payment mechanism. The study objective is to assess the current capitation payment system of primary health care and propose multidimensional adjustment factors for the fairness payment system of primary care. The research method used is a quantitative methodology through questionnaire and the presentation of the data in this study uses descriptive statistics to describe the implementation of the payment system in PHC. The current primary healthcare payment system is acceptable but could be improved in Capitation and Indicator variable. Age, gender, and medical condition were listed as adjustment factors for the primary care payment system. Conditions affecting the burden of primary care services include pediatric, geriatric, female, chronic disease, and mental-behavioral issues. text |
