Summary:In Indonesia, selling illegal cosmetic products (unregistered) is unethical, even it is a criminal act that violates the law that requires every pharmaceutical preparation, including cosmetic products, must have a distribution permit and meet safety and quality standards. Unfortunately, the practice of selling illegal cosmetics occurs in Indonesia, including in the online marketplace. This certainly can threaten the Indonesian cosmetic business climate and threaten Indonesian cosmetic consumers with both economic and health consequences. As a cosmetic supervisory government agency, the Indonesian FDA needs to make crime prevention efforts, preventing the circulation of illegal cosmetics in the Indonesian online marketplace. The research was conducted using the AFI strategy framework (Analysis, Formulation, Implementation), where identification of external and internal conditions is carried out by analysis of PESTEL, Indonesian online marketplace, the cosmetic consumer and seller in the online marketplace, and the Indonesian FDA internal condition, which then been structured by SWOT analysis. The problem analysis triangle and problem tree analysis were used to identify the factors causing the illegal cosmetic circulation in the Indonesian online marketplace. Formulation of business solutions using the TOWS matrix and the Situational Crime Prevention approach, resulting in a proposed prevention strategy related to (1) improving knowledge of consumers and sellers in the online marketplace about illegal cosmetics, (2) increasing control in the online marketplace, and (3) increasing illegal cosmetic surveillance in the online marketplace.
