Bureaucracy simplification is carried out by simplifying the organizational structure, transformation and equalization of positions, and adjustment of work systems. The Indonesian Food and Drug Authority (Indonesian FDA) implemented the policy by simplifying 534 administrative positions, or 83.31% of the total 641 administrative positions at echelon III and echelon IV levels were transformed into functional positions on equal expertise and competencies. The purpose of the research was to evaluate the implementation of bureaucracy simplification policy on the Indonesian FDA. The methodology data collection used in this study consists of primary data mixed with secondary data. The research findings were used for program evaluation through comparison results for the period before and after the implementation of the policy. The increase in the score on the comparison results of the institutional evaluation in 2021 after bureaucracy simplification compared to 2018 before the bureaucracy simplification was implemented showed that the implementation of the policy can make organizational structure and process on the Indonesian FDA more effective. However, in the complexity sub-dimension, the findings score decreased, so there was room for improvement for adjusting the work system on the Indonesian FDA. The increase of government performances and public services achievements on the Indonesian FDA in 2020 after bureaucracy simplification compared to 2018 and 2019 before the bureaucracy simplification was implemented showed that the implementation of the policy has an impact on improving the government performances and public services of the Indonesian FDA. The work system of the Indonesian FDA is recommended to be adjusted using an agile organization working ways supported by the electronic-based government system. The agile team mechanism replaces the presence of coordinators and sub-coordinators of functional positions to create an agile organization, flexible, collaborative, and oriented towards quick and effective decision making. The implementation plan is divided into strategy, structure, people, process, and technology, added with evaluation as the aspects of an agile organization transformation. The study can contribute insights to public officials as policymakers in the Indonesian FDA and benefit other government agencies in organization design and transformation of government bureaucracy. text |
