They are given a mandate from Ministry of SOE to transform their business from film production to film financing to bring more value for films industry and contribute to Indonesian economic growth because film industry is one of creative economy’s subsectors. The problem is how to define the best fit business model as film financing to develop film and content ecosystem. PFN will no longer show its existence as a national film production house but will become a financial institution for film and content production industry. PFN intends to become be the most preferred film financing company in region. Not in the competitive position to private production houses in producing films, nevertheless it becomes a catalyst for the film and content industry through business. As part of analytical study, methodology of qualitative research is used in this research to gain information and identify alternatives for improvement of actions. The main data collected through conducting interview Director of PFN. Analysis technique uses SWOT Analysis, Five Forces’ Porter, Tree Diagram, and descriptive analysis. Problem solution formulation uses TOWS Matrix, Business Model Canvas, and Change Management. TOWS Matrix is used to determine the best strategy for PFN based on SWOT Analysis which could be inputs for designing new business model. Business Model Canvas is used to design business model of PFN as film and content financier. Change Management is used to design the steps of corporate transformation. text
