ABSTRACT: <br /> <br /> <br /> <br /> <br /> Urban water sector and sanitation services had become one of concerned issue in development countries especially in Indonesia. Urban water sector continues tobe plagued due to the lack of availability, quality, and low quality of service. Meanwhile there is an increasing in water demand as the increasing in populations growth and industries development. PDAM Kota Bandung as the only public water service provider for the region of Bandung city has some difficulties with severe deficiencies with regard to the lack of resources in water resources, infrastructure, human resource quality, and financial condition that caused by the unbalanced tariff which the government had setted. These challenged conditions had forced the company to improve their performance.
