During 2017 – 2021, the Tasikmalaya City Environmental Service experienced many obstacles in terms of human resources and supporting facilities and infrastructure for human resources. With these problems, the Tasikmalaya City Environmental Service requires strategic steps to optimize the quality of human resources at the Tasikmalaya City Environmental Service; one is to make it effective by implementing PNS Performance Assessment. The purpose of this research is to improve the design for the process of implementing the Performance Assessment of Civil Servants based on the needs of the employees of the Tasikmalaya City Environmental Service. The framework used by the researcher in this final project is the Performance Interest Analysis model, which is combined with the SERVPERF model and the Dynamic Governance model to see the problems from the culture and competence of government agencies' perspective. The quality attribute model used is a modified model of the SERVQUAL model, namely the SERVPERF model. Then the results of the calculated quality values are mapped to the Importance-Weighted Quality Matrix. There are 2 (two) attributes that will be prioritized for improvement based on the value of importance and quality of the calculated attributes. The improvements made by the researchers include the integration of the eKinerja user interface with the new PNS Performance Assessment Format, detailed schedule for intensification of the proposed eKinerja, as well as the indicators needed on the planned implementation. text |
