The decrease in the area of rainwater catchment causes frequent puddles of water for a long time and is added to the condition of the city's drainage channels that are not good. The city of Padang is one of the cities that is experiencing rapid urban development, so this development is also inseparable from changes in land function and an increase in the number of built-up areas. The design location is in Koto Tangah District, precisely on the border between Dadok Tunggul Hitam and Air Pacah Sub-District. The topography in this area is relatively flat with a slope of 2%, so that the water tends to flow very slowly. Aspects of land use change, topography and drainage greatly affect the emergence of runoff water in the Dadok Tunggul Hitam and Air Pacah area. Currently, the area of the highest rainwater puddle is in Koto Tangah District. Government Regulation No. 26 of 2011 also stipulates that the central government of Padang City will be moved to Koto Tangah District. Therefore, the mayor of Padang took the decision to design a retention pond to anticipate the expansion of rainwater puddles in the Koto Tangah sub-district. This is supported by the RTRW of the City of Padang and the proposal from the PSDA of the Province of West Sumatra regarding potential locations for the retention pond area. The method used in this design is based on the LaGro method (2007) which applies data collection based on physical attributes, biological attributes, and cultural attributes, which will later be examine and produce design concepts and criteria. For the management of rainwater runoff, it can be done in the form of combining the design of green open spaces and blue open spaces that can absorb and accommodate runoff water so that the water flowing into the Sirah River decreases in quantity and improves water quality and can also be an alternative to preventing rainwater puddles that occur in Dadok Tunggul Hitam and Air Pacah Sub-District. This rainwater management principle is able to increase the ecological value in the city of Padang, especially in areas that often flood, so it is hoped that the design of an open space landscape based on rainwater runoff management can reduce the quantity of rainwater runoff that inundated Koto Tangah District, especially in Dadok Tunggul Hitam and Air Pacah Urban Village, and can be an example in designing an environment that has ecological, functional and aesthetic value in the city of Padang. text |
