East Seram Regency was divided in 2003 based on Law Number 40 of 2003
concerning the Establishment of Eastern Seram Regency, West Seram Regency, and
Aru Islands Regency. In accordance with Law Number 40 of 2003 article 9 states
that 'The capital of the East Seram Regency is domiciled in the Hunimoa Plain'.
After fifteen years since the establishment and stipulation of the capital city of East
Seram Regency, the de facto process of implementing the activities of the
administration of East Seram Regency is in the administrative area of Bula District.
This is not in accordance with what is mandated by law that de jure (law) the center
of government is on the Hunimoa plain. Various efforts and policies have been
made by the local government to realize Hunimoa as the capital of the Eastern
Seram Regency, including through the team to accelerate the development of the
capital city of Hunimoa, East Seram, preparing technical documents for spatial and
environmental planning, for the construction of Hunimoa, cleaning the Hunimoa
Plain area, opening access the road leading to the Hunimoa Plain to Kilmury
District, the construction of Kufar Airport in Tutuk Tolu District, as well as a local
transmigration policy (translok) through land grants to the local people of Eastern
Seram to occupy the Hunimoa Plain, but these efforts have not been able to realize
Hunimoa as the capital East Seram Regency.
This study is important to identify and structure problems as a basis for formulating
a strategy for the realization of Hunimoa as the administrative center of East Seram
Regency. The purpose of the study was to formulate a strategy for the development
of Hunimoa as the administrative center of the East Seram Regency in the Hunimoa
Plain. The analysis used in this research is descriptive qualitative analysis, SWOT
analysis, and Strategy Core, Consequency, Customer, Control, Culture (5C). to
formulate a strategy for the development of Hunimoa as the administrative center
of East Seram Regency with a historical approach, so that it can explore past
information related to the policy plans and strategies for developing Hunimoa that
have been carried out.
The factors that influence the development of Hunimoa as the capital city of East
Seram Regency consist of internal factors in the form of aspects of government,
aspects of infrastructure, physical aspects of the environment, socio-cultural
aspects, and economic aspects and external factors in the form of aspects,
provincial and national government, aspects of infrastructure, and economic
aspects. The results of the discussion related to the formulation of the Hunimoa
development strategy as the capital of the Eastern Seram Regency on the Hunimoa
plains is that the Eastern Seram Regency Government is obliged to realize the
iIiHunimoa Plain as the center of government based on Law Number 40 of 2003 by
formulating the vision and mission of the Hunimoa development plan into the
Development Plan. The District Medium Term (RPJMD) 2024-2029 synchronized
with the District Long-Term Development Plan (RPJP) 2025-2045 and the National
Strategy for Accelerating Development of Disadvantaged Regions (STRANASPPDT), proposing the development of Hunimoa as an indication of the Maluku
2024-2029 RPJMD program as a center of activity area and developed into a
National Strategic Activity Center (PKSN), then reviewed, revised and ratified the
Regency Spatial Planning (RTRW) technical document, Hunimoa Detailed Spatial
Plan (RDTR) to be synchronized with the Maluku Province Regional Spatial Plan
(RTRW) , mem form a special team for accelerating the development of multistakeholder Hunimoa and special consultants, seeking alternative financing,
preparing basic infrastructure of the Hunimoa Plain by coordinating with
representatives of technical agencies of the Ministry of Public Works and Public
Housing, Ministry of Education and Culture, and Ministry of Transportation in
preparing readiness criteria according to infrastructure proposals . |
