Currently Salatiga City is starting a smart city initiative which is expected to be able to overcome various cross-aspect and cross-sectoral issues and problems. Prior to implementation, the initiation stage is important for further review and identification so that Salatiga City will apply the smart city concept in accordance with its characteristics and potential, not just a city that applies ICT. In addition, an observation of smart city implementation readiness is a step that must be carried out before preparing a smart city master plan. Unfortunately, the existing smart city readiness assessment still need to be adjusted to smart city development in Indonesia. Comprehensive data and information related to the city's existing conditions are needed in measuring the readiness of the smart city implementation. Therefore, it is important to assess the data and information readiness of smart city implementation in Salatiga City with an assessment whose variables and indicators have been adapted to the context of smart cities in Indonesia. In this study, the readiness is assessed based on three dimensions or main components that must exist in a smart city, namely humans, technology, and institutions. Variables, indicators, and parameters that affect the readiness of the three dimensions are identified through a systematic literature review and then given priority weights through the Analytical Hierarchy Process (AHP) method which is considered from the opinion of smart city experts. Readiness of data and information of smart city implementation assessed from the availability of data in Salatiga City with a binary assessment. The findings of this study indicate that the variable that becomes the highest priority in the human dimension is citizen awareness and participation, while for the technological dimension is the basic infrastructure supporting ICT, and for the institutional dimension is social capital. Overall, the highest data fulfillment achievement in Salatiga City is the institutional dimension (92%), then the technology dimension (83%) and the last dimension is human (69%). This shows the need for improvement in data management, especially in the human dimension. The results of this study can be useful for the Salatiga City and other cities that want to implement a smart city as their city development concept. text |
