Sunda railroad grade crossing is one of the intersections formed due to the meeting between the railroad and the street. Sunda street is a collector road which has quite a lot of traffic every day and there are also many trains passing by, which can cause traffic congestion. Also, the presence of signalized intersections located close to railroad grade crossing has caused poor traffic performance. As a result, vehicle queues and delays are high and result in losses to Vehicle Operating Costs (VOC), particularly for fuel costs. The calculation of traffic performance using MKJI (1997) method shows that the railroad closing during peak hours at 13.00 - 14.00 resulted in a average delay of 50.67 seconds/pcu and a queue length of 603.4 meters. Meanwhile, the calculation of traffic performance at the signalized intersection of Sunda – Jawa Street during peak hours resulted in a degree of saturation for the south approach of 1.11, a delay of 233.33 seconds/pcu, and a queue length of 548 meters. The calculation of fuel consumption is carried out by using fuel consumption meter and only for light vehicle. The fuel consumption due to delays at railroad crossing and signalized intersection during peak hours (1.00 p.m – 2.00 p.m) were 11.365 litres and 46,199 litres, with a total fuel consumption of 57.56 liters. The cost of fuel consumption losses for light vehicle due to delays at railroad crossing and signalized intersections during peak hours (1.00 p.m – 2.00 p.m) were IDR86,945.27 and IDR353,424.08, with total cost of IDR440,369.35. The fuel consumption losses by 80% was caused by delays due to signalized intersections so that traffic management recommendation was given in the form of prohibiting direct left turns at signalized intersections of Sunda – Jawa street which might increase intersection capacity for the south approach and reduce the vehicle delay. As a result, the fuel consumption losses during peak hours (1.00 p.m – 2.00 p.m) after traffic management was reduced by 71% to 16.266 litres with total cost of fuel consumption losses of IDR124,398.97. text
