READINESS EVALUATION OF CONSTRUCTION SERVICE PROFESSIONAL ASSOCIATION IN CERTIFYING OF CONSTRUCTION PROFESSIONAL EMPLOYEE (ASSOCIATION MEMBER)

ABSTRACT: <br /> <br /> <br /> <br /> <br /> <br /> <br /> Professional certification become a need and criteria for construction professional employee to go into globalization competition. One of the main problem in professional certification process is the ability of professional association to certify construction professional employee. This research hae a purpose to evaluate readiness degree of construction service professional association in certifying of construction professional employee (association member). Data collection was did with survey at 12 construction service professional associations that was listed and accredited by West Java LPJKD, based on readiness evaluation model that was developed to measure 4 main criterias that are administrative, organization, certification program, and Certification Board of Professional Association (BSA Profesi), that all associations must fulfilled in order to do certification. Survey was did with a depth semi structure interview and fill up questionnair to respondent who was on managerial level position. Nowadays, Indonesian contruction professional employee certification system has been already deviate from basic meaning of literature and very uncommon if compared with certification system in other countries. The deviations and the uncommons are professional certification that was became a license, non government entity became an entity who decided a professional employees can or can not do their occupation, etc. Based on system that professional employee certification was did by professional association, the result of readiness evaluation shows that construction service professional associations have 76.1percent readiness value, that go into quite ready category, with lowest readiness degree on organization criteria. In other side, 76.1percent readiness value shows that so far in accreditation process, professional association quiet enough and even not fulfilled a few criteria, that was followed with a very weak cross check degree, control, and supervision by LPJK. To increase readiness value of professional association, a few efforts can be done in the future, but first of all, the very basic thing that should be done is fixing the uncommon of Indonesian construction professional employee certification system nowdays.
