The recent sector study conducted by the JBIC revealed that the majorities of higher education institutions are consider as under developed and facing various internal problems resulted in the production of low quality of graduates unable to meet the needs of the stakeholders. In the mean time, the new education bill (UU 20/2003) mandated that higher education institutions are to be transferred to become autonomous legal entity. It is therefore very critical to systematically develop measures to ensure that the transfer processes are properly prepared and smoothly arranged. With limited capacity for supporting higher education, the government should carefully design how public funding shall be allocated. Such support shall be directed towards achieving the overall goals in promoting good governance amongst higher education institutions. There are three major issues to be addressed (1) Limited institutional capacity within public higher education institutions in carrying out their mission effectively; (2) Insufficient capacity to manage and operate higher education institution efficiently; (3) Lack of support to manage and utilize resources frugally. In global challenging and improvement of nation competitiveness, public university need to be given management autonomy in academic, finance and resource management through changing the status becomes BHP University. Transformation process of POLMAN Bandung becomes BHP institution is more to concept strategic plan as basis of thouth and reference of next analysis which more detail and operational in staging activities to reach it. Consequence of choossing become otonomous for public university must be tax paying and has not yearly budget from APBN. The choice is becoming public institution permanently with governmental bureaucracy or as otonomous institution. That why it is needed strategic planning for choosing which is more fit to the vision - mission of public university supported by creativity and innovation (entrepreneurship) in providing higher education. Resume of this final project is got comprehensive process path of POLMAN Bandung transferred becomes PT-BHP included instrument of planning and control to reach the level of expected performance. This case can be made as a template of BHP transformation of other PTN, where experiences of POLMAN Bandung as a model. text |
