Limited access to housing infrastructures and services, is one of the attributes of slum settlement, leading to the degradation of the settlement's environmental quality. In other words, slum settlements in Cimanuk River riparian areas contribute to the degradation of the upstream Cimanuk river watershed quality. This phenomenon could lead to an impaired watershed. An impaired watershed itself could raise the potential of hydrometeorological hazards. The Flash flood in Garut Urban Area on September 20, 2016, could be one of the most destructive hydrometeorological disasters in the Garut regency. Incremental growth of slum settlement and continuous damage to the upstream Cimanuk River watershed motivates an intervention to slum settlement in the riparian area of Cimanuk River, such as upgrading the slum and restoring of upstream Cimanuk River watershed. The project is located in Kampong of Sukaasih (RW 14), Haurpanggung, Tarogong Kidul, Garut. This fictitious project is initiated by the Garut regency government cooperating with the Public Works and Spatial Planning Department and Department of Housing and Human Settlement. The project scope includes a residential area with infrastructures and services for existing slum residents. This project also accommodates commercial and public amenities to support residents’ economy and public awareness of the Cimanuk River. Design issues in this project consist of integrating river restoration in design; design arrangements that should harmonise with the character of existing residents; and utilizing the water and land potential of the upstream Cimanuk River watershed within the site. In response to the issues, the 'Mulih ka Lemah Cai' concept was initiated as the major design concept which is based on water and land conservation. This concept consists of minimalising design impact on the site hydrology; adapting and harmonising river restoration strategies with the character of residents; initiate the site’s hydrological resources and hazards management. These concepts are presented in: space organization; spatial and form composition; building façade; as well as utility and structure integration. text
