Summary:Law Number 23 concerning Management of National Resources for National Defense was issued in 2019. Physical military threats are not common occurrences in Indonesia; threats in Indonesia are now more intangible or usually asymmetrical wars. In conditions of asymmetric war, the main target which will be in direct contact with the threat is the supporting component, namely the community. Based on the explanation of Article 20 of Law Number 23 of 2019, it is stated that one of the supporting component members is the Menwa organization. Menwa must have sufficient capital in terms of knowledge and skills which can be realized if the Menwa organization itself is formed and arranged in a systematic and planned manner. However, with the current conditions, it is felt that the Menwa organization does not yet have internal organizational standards, especially regarding competency standards as well as descriptions and specifications of positions within the organization. This study will propose a competency dictionary and job-based analysis. The jobs or positions to be analyzed come from staff and executive elements at the regimental level within the Menwa Mahawarman organization with a total of 12 structural positions. These positions were chosen due to their wider scope of work and strategies in determining the organization's running. The competency dictionary to be compiled refers to the Spencer & Spencer Competency Dictionary and the Goleman Competency Dictionary, as well as additional references from psychological aspects in Psychological Tests at the Army Psychology Service. Then from the three references, appropriate competencies will be designed for non-profit organizations in the field of state defense. For each competency compiled, degrees will be designed from 0 to 5 with the appropriate descriptions to determine to what level a position must have said competencies. Furthermore, the job analysis using the qualitative interview method is aimed at three significant persons who have served in the top positions in the Menwa Mahawarman organization. This job analysis includes job descriptions, job specifications, and job competencies for 12 structural positions in the staff and executive elements at the regiment level.
