Summary:Kali Bekasi River Basin is a gift from God given to the Indonesian people so that it needs to be grateful for, protected, and managed as well as possible and must be developed and utilized optimally for the welfare of the people. This river is a regional river prioritys of West Java Province as a unified whole natural ecosystem from upstream to downstream. The Kali Bekasi River basin flows through 5 regencies/cities, including Bogor Regency, Bogor City, Depok City, Bekasi Regency, and Bekasi City. Currently, the Kali Bekasi River Basin is experiencing environmental pollution and damage. The high level of domestic and industrial activities on the riverbanks is the main cause of pollution in this river. Watershed management must be carried out comprehensively from upstream, because the upstream segment is an important part in protecting all parts of the watershed. Therefore, Bogor Regency as the upstream segment is one of the main concerns in dealing with problems that occur in the Kali Bekasi watershed. The data analysis methods used are descriptive qualitative analysis method, qualitative data reduction, and stakeholder matrix analysis. This study aims to formulate a strategy for institutional strengthening in controlling pollution and damage to the Kali Bekasi River Watershed in Bogor Regency. This study interviews stakeholders who have an interest and influence in this watershed management. Based on the analysis of the interview results, flooding and industrial waste are the main problems that occur in the Kali Bekasi watershed. The key stakeholders are the Regional Planning Development Agency of West Java Province, the West Java Provincial Forestry Agency, the West Java Provincial Environment Agency, and the Regional Planning Development & research development of Bogor Regency. The main strategy that needs to be implemented is to optimize the role and function of the West Java Provincial Government through the Watershed Management Coordination Forum by increasing its authority to become stronger.
