However, in the application of TOD, it needs to be adjusted to the characteristics of the area so that each TOD will have its own uniqueness according to the potential and problems that exist in the area. One of the TOD development locations is in Gedebage which will become the Bandung City Service Center. However, it is known that Gedebage has physical and environmental problems such as the type of clay soil, high levels of land subsidence, and flooding in the area, that can affect the development of TOD in this area. So it is necessary to adjust the design of the Gedebage TOD area which takes into account physical and environmental limitations. This study uses a qualitative descriptive method in formulating principles based on literature, regional potentials and problems, and design principles for the Gedebage TOD Area. The design method will use the fragmental method. This study concludes that the main constraint factor that causes various physical and environmental problems is the type of clay soil which is difficult to absorb runoff water. Therefore, the physical and environmental problems that exist in this area can be overcome by limiting the intensity of development, a spatial program that applies Water Sensitive Urban Design (WSUD), and design principles that adapt to regional characteristics. The intensity limitation is regulated by setting a building height limit of up to 20 floors, a total floor area of up to 1068,005 hectares, and a ground floor area of up to 63,135 hectares with an KLB value of 5.0. The main design principle in overcoming these physical and environmental problems is to preserve the TOD Gedebage area by applying Water Sensitive Urban Design to the land use and open space components as a response to soil physical conditions and flood disasters. text
