In recent years, top-down resettlement approaches, community participation, and empowerment have been carried out after rehousing illegal slum residents to rusunawa, not far from the original location, named Post-Par in Jakarta, Bandung, and Yogyakarta. This study argues that participation and empowerment after rehousing the community first will have more chances of success. It uses quantitative and qualitative mixed methods. This study will utilize content analysis on case studies from various developing countries to analyze the Pre-Par approach. The secondary data will be collected through the crawling method. Furthermore, in terms of the Post-Par approach, this study conducted field surveys through observation, dissemination of questionnaires, and interviews in Jakarta, Bandung, and Yogyakarta. The Post-Par analysis will use descriptive statistical and content analysis. The results showed that the Post-Par approach was better compared to Pre-Par. This practice is reflected through community participation and empowerment that is implemented after being rehousing has more chances of success in improving welfare and alleviating poverty. This study fills the gap in theories about improving illegal slums through resettlement and could change the paradigm of handling illegal slums in Indonesia and other equivalent countries. text |
