It is important to understand the security and safety for spectators in stadium facilities, especially football stadiums. Football is the most popular sport in Indonesia, it is also well known because of the very low level of security and safety. Watching a football match at the stadium has become a very risky activity. This is what makes the security and safety of the spectators a very big responsibility, so that football stadium design and management will greatly affect both of these factors. The purpose of this research is to study and to produce guidelines for the design and management of the stadium that can improve the security and safety of spectators. The methodology includesliterature reviews, reviewsof the rules of FIFA, AFC and PSSI, and also case studies The results and findings will be analyzed to produce a system of management and design that represents the security and safety of football stadiums in Indonesia. Many of the design and management aspects have not been considered in the design and implementation of the game in a football stadium in Indonesia. This led to the need for guidelines in the design so that the safety and security can be obtained at the football stadium. Then some problems that can not be solved by design, will be resolved through a management approach at a later stage, so that the design and management will be equally important in supporting the safety and security of spectators' at a football stadium in Indonesia.
