Summary:The concept of regional competitiveness is still lacking a scientific basis and its interpretation is still in debate. To date, the clear scientific basis is the concept of corporate competitiveness as well as the concept of national competitiveness. Whereas the involvement of the concept of competitiveness at the meso level, namely the competitiveness of the region becomes very important to prepare a competitive region and able to survive in response to the dynamics of economic globalization that is more open and the system of decentralization of authority in Indonesia. Much of the study on regional competitiveness in Indonesia is more on describing the profile and ranking of regional competitiveness with parameters measured. No one has yet studied how to establish the faktors that make up regional competitiveness. The objective of this research is to complement the concept of competitiveness which is still at the level of micro economic (business theory) and macro economy (Theory of Growth) with the concept of competitiveness at the regional level that focuses on (i) Modification of Diamond faktors determining national level competitiveness Become the determinants of regional level competitiveness; (Ii) Assessing the role of local government (institutional and actor) on determinants of regional competitiveness; (Iii) Assessing the relationship between the role of local government and the determinants of competitiveness towards enhancing regional competitiveness. This research is done by using mixed-methods approach with concurrent triangulation strategy model, where the stages are from literature study to identify the determinant faktors of regional competitiveness relevant to the purpose of research, followed by descriptive analysis of the variables and selected by Statistic through Analytical Network Process (ANP) to become the dominant faktor determinant of competitiveness. Furthermore, the dominant faktors are tested correlation with the role (policy) of local government to see whether there is a real contribution of local government role intervention to the determinants of competitiveness. The data used are primary and secondary data by sending questionnaires to 4 districts and cities representing each quadrant of regional iv competitiveness against several relevant government agencies, along with in-depth interviews with experts. This research is expected to provide alternative framework of competitiveness analysis methods at the regional level. Where the presence of the concept of regional competitiveness can be a catalyst and enabler to the development of regional specialization and networking among regions in the face of the era of economic globalization. Furthermore, the use of the perspective of institutionalism theory, the theory of governance and the theory of policy networks will enrich the concept of competitiveness in the paradigm of regional planning concept which has been based only on macroeconomics (growth theory) and micro economy (Business Theory).
